The film code as in the Hays censorship production — I don’t understand this please clarify for me haha.
But how does your protagonist stop the war and why is there a war in the first place? And, as far as I know if Pakistan and India started fighting that doesn’t directly lead to WWII because those countries don’t have the same allies as say America and North Korea would have. Your logline is very short, you have some room to flesh it out.

Pakistan and India engaging in a nuclear war is an all too real possibility. ?It could potentially make for some compelling drama, too ?But details of the plot in this logline don’t make sense. ?Like, what is a “film code”? And how will it enable him to pursue his objective goal?

And since the tension between Pakistan and India has been ongoing for almost 70 years now, what is the inciting incident that propels the character into action?

      Agreed with the above comments.

The causality between the events and character description doesn’t add up. How could a film buff prevent a war?

Further more the fact that he was a cinephile before becoming a spy, unless it directly relates to the goal, can be dropped – he’s a spy trying to prevent a war.?As DPG noted?a film code is an unclear description, and it would best be replaced.
