The protagonist should be proactive, the maker and mover of her own decisions and destiny — not a puppet of some invisible force, the play thing of someone else’s decisions.

The tattoo magically compels the protagonist, under certain circumstances, to perform some acts that are dangerous to herself and to others. She goes on a quest to find out who put the tattoo on her, so she can get them to remove the curse. How does this make her “proactive”?

      It doesn’t.

      That’s the problem.

You could make her act upon the discovery of what the tattoo makes her do, that would make her proactive?
