I am not getting the sense that your MC faces a big challenge. As I see it, he buys a sailboat and sails over the ocean, where at random intervals he stops for provisions and asks the way. While I am sure there is more to your story than that, it is not coming across.
Hmm.? The quest seems non-heroic.? The purpose of the quest in myth and drama is not to flee from the woes of the world, but to find a remedy.

good points. Let me rethink this a little.
I like the idea of a? cop who executes warrants for the arrest of people whose total social media scores are too low.? (Although what happens to them: must they do time in social media? re-education/rehabilitation prisons? How far have you worked through the implications of your premise, fleshed out the story world?? Maybe he could be a “re-educator” rather than a cop?)
Whatever, the? story arc entailed in your premise seems to be that the protagonist should go from being an enforcer in this not-so-brave new world into a rebel, from being a persecutor of the downtrodden to a palladin.
My inspiration comes from a mix of Fahrenheit 451 (policemen re-purposed vs. fire fighters in 451) and Logan’s run (i.e. an enforcer in a dystopian world that rebels against its alienation)… but not sure how everything can fall nicely into place… not yet fully satisfied…
