      Simple is always best but I think there is a point where it’s oversimplified. Why must it be this decorated officer? Surely this is a massive conflict of interest and they’d just stick someone else on it. If you can give us a reason why it has to be him then this could work.

      I can definitely see the conflict here.

      However, if you tried using the formula, you would tell us more about how the story evolves, all within the 25-35 words required. Moreover, it would help you discover things about your story.

      I agree with Mike and Gianni’s above points. It sounds intriguing, but as it is, we don’t know? what the inciting incident is, which is what Mike is saying in his comment above. What happens to the decorated officer to make him chase his convicted son? Is it to save him from self-destruction or being killed by someone?
