Hydrophobia
Hydrophobia (Rabies) – especially a set of symptoms of the later stages of an infection, in which the victim has difficulty swallowing, shows panic when presented with liquids to drink, and cannot quench their thirst.

Aquaphobia is a persistent and abnormal fear of water. Aquaphobia is a specific phobia that involves a level of fear that is beyond the patient’s control or that may interfere with daily life.

I stand corrected.
I think you start off with an interesting idea – a janitor with aquaphobia – but maybe you could push that a little further. Like what if he’s a pool maintenance man who suddenly becomes aquaphobic? But then it gets too general: ‘A malevolent man who wants to see the world burn’ is too vague and could possibly be any psychopath. Can you narrow the idea down and give us more of a sense of the what the main action of the story is going to be? Good start, keep going with it!
While I love the idea of an “everyman superhero” with a phobia for his own power, I have to agree with holhuds – we kind of need a more specific villain. Otherwise, I quite like this one.
The antagonist is someone who has the ability to control fire, this person killed his parents and made him an orphan.
