When a young woman’s sister is murdered she must first stop a sinister organization’s plot to create a, dystopian society before she can get revenge. Just an alternate idea. Sounds like a great premise.

“must find a way” is too vague. If I was the gatekeeper holding the cash to make your film, I wouldn’t know if I was being set up for a story about a woman sneaking around corridors trying to find classified information, or an epic where she incites an army of underground freedom fighters to engage in all out warfare on the streets of some CGI heavy city environment. The budget for the two would be at opposite ends of the spectrum.
What specifically does your character have to do?
Awesome reply, thanks! I only have the first act written out, and the midpoint scene of the second act written, and a vague idea of how the story ends. It will be fleshed out more during this semester; I’m pitching this idea in my Screenwriting Masterclass (taught by Mark Rosenthal).
I had my protagonist infiltrating this organization, which has a “headquarters” of sorts. They’re sort of a shadow government, influencing all areas of life. There’s definitely action, as in firing-guns-dodging-bullets, but nothing over-the-top, “how is she still alive?” type things. At the midpoint she gets the help of someone more experienced than her, but at the same time, shit hits the fan, the duo unaware until the end of the second act. Honestly it could be towards the lower end of the budget spectrum. And honestly this story has a lot of work. Good thing this is a year-long class.
