      This sounds like an episode of any generic police procedural – a crime takes place, a pattern emerges, the police officer main character catches the bad guy/gal.

      The police officer is just doing his or her job, what is it about this particular serial killer and police officer combo that makes this investigation so interesting/unique?

      I think it’s an interesting situation? for a whodunnit.

      But the logline needs to be formulated in terms of a plot.? It is not sufficient to just throw down the initial situation.?

      So what is the plot? (For example, could he be engaged to be married which would raise the personal stakes and urgency for him to solve the case as his wedding day approaches?)

      In a small town, a murder would be a big event. Murders very seldom happen in small towns.
      Therefore it would be unlikely they would give the case to a ‘young’ police officer.
      That doesn’t mean you cannot have a young police officer as your lead character.
      But you should personalize it.
      Have the murdered bride be his sister, that way he is determined to solve the case in spite?being told to back off.
