I think the description of the inciting incident is misleading, and the wording a bit confusing. It wasn’t the pack being stolen that started the story, rather the important letter within it. Secondly, as DPG asked, what is so important about this letter?
Lastly, what is her flaw?

I suggest you consider working into the logline the religious/historical import of the letter because it’s the story hook. ?What’s at stake is the fate of an epistle from an apostle named Paul, that formulates fundamental doctrines of the early Christian faith and is destined to be one of the most critical books in the New Testament. ?It’s ?what makes the story significant, what makes the script stand out from the crowd, the mob of other scripts clamoring to be read.
There’s a market (in the U.S.) for stories with a religious aspect and producers looking for them. ?How are they going to find this script if ?the hook is hidden? ?

You’ll hook a reader’s interest and sharpen the concept around a historically important document if you mention the letter and disclose it’s true nature. This could be seen as a religious film or as a historical one,?either way, there are markets for both. The events in your story have widespread ramifications that affected Western civilization as a whole.

Agreed with DPG. Worth noting though that while the Emporer is not the antagonist, he is the stakes at hand – naming him clarifies this. However, the plot of stealing the epistle (the A plot of the story) seems to pale in comparison now to the potential plot of helping hundreds of people in Rome. Perhaps best to describe the actual challenge the girl will face in getting the epistle back, right now it’s only lightly brushed over.
