Or else what? What are the stakes. What does he stand to gain by overcoming his fear? What will he (and others) lose if he fails?

Sea otters are an endangered species right? So what if he at X and needs to get to Y (conservation area) with the help of his friends? Thus he must overcome his fear of the ocean to survive.
Baddies: Otter parent killed by poachers, oil slick contamination, climate, etc.
