Ohene an impoverished and obsessed fellow lures friends to start a small film crew, lack of equipment makes him steal, he gets caught and he flee to abate the shame. His friends by thorough search locate him and imperate him to lead them to a film contest that makes him clear the wrong notion of others about him through his victory.

It’s a short story though.

What is the lead character’s goal?
Is the lead’s goal to make a film? or
Is the lead’s goal to win a film contest?

Also, what event sets the story in motion?
You say the lead character is obsessed (I assume?he is obsessed to make a movie)
However, why didn’t the lead make a film last year?
Why didn’t the lead wait until next year?
What event made the lead take action today? (Instead of yesterday or tomorrow)

This looks more like a synopsis for a film. A logline is the premise. Try the invaluable “Our Formula” page, to understand the structure of a well-structured logline.
