If I understand correctly, the major question here is the following: Given the audience want to identify with the main character to come along on the ride, what did you imagine will make this person accessible. It?s not even about being a serial killer, it?s more of a general requirement. With other characters it?s just easier to see or implied.

Whether the detective has a motive? was not my point.? ?My point was to wonder whether there is a movie audience for story about a man who literally goes from “good cop”? to “bad cop”, who intentionally kills innocent people, violating not only the law but every socially acceptable norm. And for no redeeming purpose.

When the official crime rate falls near zero, a bored genial detective starts killing those who evades the legal system leaving obscure clues to his identity.

Still bored and serial killer, but at least now his victims are not innocent bystanders. Bad, but victims worse.
also hinting at a chase, scavenger hunt of clues.

I agree with dpg;?you can have a lead character as bad as you want, but you must give them a motivation that the audience will relate to.
Killing out of boredom is not really a compelling reason to want a lead character to succeed.
It might be good if the person doing the killing was the bad guy and you made one of the detectives out to?stop him the protagonist.
But that would be a completely different logline.

      CraigDGriffiths revision is an improvement.

But… is there a movie audience for an unsympathetic character who goes around killing innocent people out of boredom?

      I dunno.

To challenge his fellow detectives a bit weak. Plus why did it fall to zero. Otherwise the line reads fine. The thing I would try to add is why emotionally.

When crime drops to zero a detective addicted to the hunt becomes a serial killer to get his fix by trying evade his colleagues.
