It’s 2087 and for the past fifteen years, the government has implanted everyone with chips that record the last ten minutes of memory. In murder cases, the chips are used by Recall Judge’s to find the killer and now, a rookie has his first case which may involve his boss, the Head Recall judge.

That is hilarious! I may have to use that. Lol

Just for fun, I would start the script with several Recall Judges gathered around "Studying" the last ten minutes of a billionaires life. He died having sex with his nubile young wife and from his perspective we see the wife bouncing up and down going at it. The judges are of course caught by a female superior and scatter.

They work on ten minute increments so they only know when to turn off, when you die. So every ten minutes and new memory is being processed and the other ten is wiped from the chip. Here's the final logline:

Recall Judges
An action thriller set in a future where citizens are implanted with memory chips which are used in murder cases and a rookie Recall Judge receives his first case to identify the murderer, but what he finds leads him to his boss.
