IOW: the government covers up the problem by having those who hear voices diagnosed as suffering from schizophrenia; the classic symptom is that sufferers hear voices.

The technicall problem is that the disorder kicks in in late teens or early 20's at the latest. ?Which is another reason why I ?think it would work better if the protagonist was the cop's teenage son. ?That would apply a veneer of medical credibility to the concept ?And it would target the film to a more desirable (translation: lucrative) demographic, ?the teenage-young adult viewing market.

Going off of what others have said, perhaps it would be better for the protagonist to be the one who hears the noise. The cop hears the noise and then goes against the rules, and also questions them as he tries to figure out what this noise is and why it is illegal to hear it.
