Finally, the logline is 47 words long. The people with the power to get movies made have short attention spans and innumerable distractions. You literally have only a few seconds to grab their attention, pitch your story in one or two concise sentences. It seems to me that your logline can be condensed to:

Finally:

Ideally, every word in a logline should be sizzle that sells the steak of the plot. It is unclear to me what is so "sizzling" about a mysterious stranger. (We don't even have a clue as to the gender. Is it male or female?)

Also, there doesn't seem to be any urgency in her quest for a spell breaker. She seems to have all the time in the world to search the entire universe. How long will that take?. A year? A century? A thousand years? Or...?

Well, it's your story, but I suggest for your consideration adding the element of a "ticking clock" that adds urgency to her quest. Like: "When a curse puts all witches into a state of permanent sleep, a young witch protected by a magical pendant must find a celestial power that lifts the curse before the power in the pendant fades." (36 words)
