But there is a little issue, The cliff jump is a campaing, why it has to be a cliff jump? They could find other kind of strategy.
The main goal seems to be to improve Mussolini’s public image, in that case the jump is just one way between a lot of them.
I can see that logline as a shortfilm, it looks like it only going to be that moment, all the people expecting Mussolinis jump, but he dont want to do it,

Maybe there are more tangible enemies, or a more physical way to fight black plague. I think the black plague could be personified in someone, as there are werecats in that world.
