If a story takes place in modern times you don’t have to say it. You would want to say in a logline if it takes place in the past or the future.

“When a social misfit meets the woman of his dreams, he must overcome the jealousy of his loser friends if he wants the relationship to survive.”

The problem here is that the logline is vague to the point of saying nothing much. Is this a comedy, a tragedy, a farce? Does he end up with the woman, or choose the friends over her? Why do they stand in his way – deliberately because they think she’s wrong for him, or just because he spends more time with them than her? I don’t get any sense of what this movie *is*…

I concur with the comment above regarding why are his friends standing in the way of their relationship. I have to assume Oscar is “normal”, which could be translated as him being an introvert. You might want to identify a characteristic about Oscar which could pose as a challenge or work to his advantage to get the girl – if that is the result.
