With resources running out and totalitarian rule building great discontent, our Rogue Group of government agents are tasked to explore the Earth's surface to determine if it is life-sustaining.       Hi,

      It’s not perfect but how about something along the lines of:

      Post World War III, an imprisoned defective soldier is forced to lead a team to the Earths surface to determine if it is safe for those who remain below ground to resurface before their limited air supplies run out.

      This way you have a flawed character – he deserted the army and now must repent
      You have a ticking clock – air below ground is running out
      No doubt there will be conflict on the surface.

      Interesting, no doubt.

      The biggest problem (aside from word count) happening in the logline above is that you’ve described the scenario, but you haven’t made mention of a flawed protagonist. It’s so crucial – even in a film with a team going on an adventure – that there is someone that the audience can connect with, and journeys with. (Frodo in The Lord of the Rings, Luke Skywalker in Star Wars). And the goal; the reason they go to the surface, and what they’re looking for specifically, must be your protagonist’s goal specifically.
