Yeah so I thought that trade-off would be one of the dilemmas faced by?to the drug lord. Does he go along with the arrangement and have a better chance of delivering short-term profits and then leave the game or reject it and potentially build a bigger empire over time but take on greater risk by not having the cover of police protection while he's at it? For the Police Chief, he has crossed into illegal activities so he constantly needs to cover his tracks. This could include a police officer discovering his plot, rival drug gangs moving in on the empire's turf, having one of the drug gang's members be arrested and at risk of talking about the arrangement. Similar to that documentary 'The Seven Five'..
So, basically the story premise is that the police chief wants to sterilize addicts so they don't breed more drug addicts.? And the drug lord is too short-sighted to realize that by going along with the scheme he's trading short term protection for the long term loss of the next generation of potential drug users -- he's undercutting his own market.
Okay...
And then what happens?? As a result of this scheme, what jeopardy is the police chief (the protagonist) putting himself in?? What dramatic problem does it create?? What nemesis arises - who threatens to expose him and defeat his scheme?
