As for "Welcome Home Roxy Carmichael," the movie centers around the arrival of a famous "Celebrity" that only exists in that film. As a result, if you created a celebrity wouldn't have the casting/legal issues as dpg pointed out.

Anyway, the idea comes across as one of those quirky, small town, indy pictures with an odd assortment of characters and a lot of craziness going on. Sounds fun.

If you're really want to twist the character, make her a thoroughly deluded... woman. Who thinks she's used to be Kevin Costner -- before a sex change operation. Or she's the reincarnation of Elvis. (Or both, depending on the time of day, her medication and her mood.)
