So, basically the story premise is that the police chief wants to sterilize addicts so they don’t breed more drug addicts.? And the drug lord is too short-sighted to realize that by going along with the scheme he’s trading short term protection for the long term loss of the next generation of potential drug users — he’s undercutting his own market.

    Okay…

And then what happens?? As a result of this scheme, what jeopardy is the police chief (the protagonist) putting himself in?? What dramatic problem does it create?? What nemesis arises – who threatens to expose him and defeat his scheme?

I’m guessing that the police officer wants to sterilize addicts because the assailant was an addict.? And that the assault was a sexual assault.?That’s the cause-and-effect relationship.? But I shouldn’t have to guess the causal relationship between the attack and the sterilization conspiracy, it should be clear from the logline.

Also what, exactly, is the? “empire’s product”?

I find it difficult to suspend disbelief that a single local?police officer so low?in the hierarchy can single-handedly protect the “head of a drug empire” from?the rest of police department, from?state and national drug agencies.? Or that a? head of a drug empire would think he could either.? (Others’ mileage may vary.)
