      Is this for a short?? Doesn’t seem to be substantial enough for a feature film,

      And the dramatic situation is unclear.? It doesn’t say the suicidal person took the drugs — only that he stole them.? So what has incited the crisis? What has created the crisis such that the protagonist must keep him talking?

      Agreed with dpg. It’s hard to provide feedback because the dramatic situation isn’t clear.

      Does the Vet want to help the thief, or send them to prison?

      Is the fact that he’s in a rough part of town relevant? If so, clarify. If not, remove. When you say ‘client’ do you mean the vet’s client? There’s a pet somewhere then. Surely the police would be there in a few minutes so, as dpg said, there doesn’t seem to be enough for a feature. You need to make us care for both the client and the vet so that we care whether the guy kills himself. Currently, there’s nothing to suggest why we should.
