in the near future a Government sponsored torturer is using his position to steal information and money from death row inmates. He is unaware that his next prisoner is an undercover agent sent to trap him.
Still not making sense. Who is the main character? What is he trying to do? Who or what stands in his way?

See lessAn optimistic and energetic freshman just wants to fit in his first year in high school, but that all changes when he meets a girl who he thought he would never see again, and is propelled on a path that could very well change the meaning of ?fitting in?.
Hello, be always very specific, who is the girl, what path, what change... a logline doesn't tease, it's an exact extreme synthetisis of the movie. Don't forget to give a clear goal to the protagonist, and make clear why the girl is an opponent.

If the later then it is unnecessary and could possibly cloud the plot by making the concept confusing.
Is the time traveler a vampire as well? Or just likes killing? Why will she and her clan die if she doesn’t prove her innocence? This lack of logic between the plot elements further confuses the concept. If this is made to be the stakes for the MC then she would have a compelling motive to take action.
My try:
After being framed for murder by a serial killer a vampire must prove her innocence to appease the local town folk and prevent them from slaying her entire clan.
Hope this helps.
