No doubt, a terrorist group could do a lot of mischief and damage, but it’s hard to conceive that they could unilaterally bring down the US government.
What’s their secret, their unique weapon or a m.o. of attack that no other terrorist group has that would enable them to succeed?
That there’s a conspiracy against the US government is not a story hook — there are plenty of movies about such conspiracies. Nor is the there a hook in that it’s up to one intrepid individual to save the government and the world — no lack of movies with that kind of hero’s job, either. (Nor that the character is a reporter — no lack of movies about reporters exposing and stopping plots.)
The hook for this story is the secret sauce the terrorists possess, the unique threat they pose to the US government. ?Whatever that is, it needs to be in the logline to distinguish it from all the other loglines about a plot to take down governments unless one intrepid guy or gal stops it.

Given that hacking is rather pandemic, what makes this case different, makes it special, makes it so important that a movie audience would want to spend the money and time to watch him track down and expose the villain?
