Agreed with the above comments. Also what does "...impulse control problems..." mean? The logline lacks detail, uses generic descriptions and doesn't describe a clear goal, as such the plot is vague. It's very hard to imagine the type of action and genre of the film.

Whether used to describe a series or film technically "yes" is the answer to OP's question, as there is no set number of words required for a logline. However as clearly stated above the less words used the better, and the ideal length has been found to be 30 words.
