First off, the FBI investigates murders domestically and the CIA works larger issues that are abroad. It has to do with their power structure. Disillusioned CIA agent reminds me of Homeland. That can be good or bad.
All of your elements are very generic and do little to portray anything unique. Get into what the cost is and what specific and unique force (good luck with that in this genre) happens to offer this story.

The ?logline for the genre needs to be specific — not vague — about the danger he faces. IOW: it needs to name a specific antagonist or state the specific overarching obstacle that threatens to frustrate and defeat him.
