“When scammed and assaulted by a dodgy tradesman a professional clown prankster launches a pranking revenge and learns that deceit isn?t always funny.”

From reading this I still don’t know his goal. “a pranking revenge” is too vague. So, specifically, what does he do to achieve his goal?
For example, say a character’s goal was to get revenge, as you state. Do they then enlist a group of highly trained soldiers to kill their objective? Do they hatch a plan to frame this person for murder and ruin their life? Or, more comedic, do they design and build a silly obstacle course and record this person going through?
The inciting incident is also vague. What kind of scam? What kind of assault? Is it sexual assault? Mental? Emotional?
“?learns that deceit isn?t always funny.” Can be cut completely. It does not describe the major plot of the story.

Example:?When a sensational YouTube clown is conned into giving giving up his car, he crafts his best joke video yet to embarrass and expose the infamous con artist.?(~28 words)
    Goal: To embarrass con artist.
    Method: Create a prank video.

Rather than make your character likable, exactly, ?trying going ambitious.
Make his goals so outlandish and interesting that an audience can’t help but root for him.

“After losing her step father, a young women, now determined to find her birth parents is targeted by a deadly alien species, who turns out might just be family.”

-Why wouldn’t she want to find her birth parents before? Did she not know? How does losing her step father cause her to look for her birth parents?
And as dpg said, use the hook to it’s full advantage.

Example:?When a dying alien claims to be related to her, a young woman searches his advanced ship to find clues?about the aliens who are her parents.?(~27 words)
This of course leaves out the being targeted part. But that’s not the hook. The hook is that she is related to this species.

    So:
-What is her goal? To find her real parents.
-How does she go about doing this?
    You don’t say.
Are her parents aliens? Is one parent human and the other alien?
