Radiation tends to be detected, most likely by government authorities which would investigate.
If the experiment takes place at a research facility, or at a nuclear power plant, I’m pretty sure the radiation would be detected there first and, the whole thing would have to be investigated.
If the protagonist is someone who is doing nuclear experiments on his own in his mom’s basement, I’m pretty sure the Department of Homeland Security very likely would be among those called in to investigate. If radioactivity?comes from a place where it’s not supposed to, in a densely populated area, I suspect a lot of people are going to leap to the conclusion that it’s terrorism.
But then again, I could be completely wrong.

Could it be that they want to spend the rest of their lives in freedom?
Maybe there’s an overzealous parole officer keen on putting them back behind bars for the slightest infraction of the law, possibly even trying to find a reason even if there isn’t any?

Is it a "normal" school that teaches its students to be criminals, or is the teen sent to a juvie hall, or whatever the correct term is? Either version is interesting in its own way. If it’s a “normal” school where all teachers, students, and parents are involved in organized crime and the authorities hasn’t caught on? Or the parents and teachers have the authorities in their pocket, as it were? This is where I could see it being a comedy.
If it’s a detention center for juvenile delinquents, and he’s sent there because someone makes a clerical error, thinking it’s an ordinary boarding school? This one would be a bit more gritty, and realistic, with more of the typical prison movie tropes.
