The combination of gangs, wearwolfs and vampires sounds interesting. It sounds like you want to take the paradigm established in the Twilight movies and put it into a Boys in the Hood setting.
I think the stakes need to be made higher, my try:
After his son is shot in a drive-by, a gangster must use his weakened wearwilf powers to kill the vengful vampire in charge of the rival gang.
If the antagonist is on his own he sounds more crazy than dangerous, but if he has a posse behind him he sounds more dangerous than crazy.

Agreed with the above, the details of the obstacle will make this interesting – what is this monster all about that makes it terrifying? Does it inhibit children’s dreams? Is it a chainsaw wielding madman? A riddler who locks his victims in a room with their key to salvation at their fingertips?
Lastly, the backstory is less important and should be cut, the character description is what makes the story interesting.

A logline traditionally describes a single plot, but in recent years most executives working in TV have come to expect a series logline to describe things other than a plot. Therefore, there are two types of loglines in TV land:
1 – pilot episode plot description – this is very similar to that of a feature film logline.
2- series description – this needs to introduce the characters, genre, and premise not plot.
