You should start from the beginning; what sets this story in motion.

From reading this logline, what sets the lead character in motion is that he’s about to be fired.

So who is going to fire him? How about a new exec.

“When he’s about to be fired by the new exec the hired to cut the budget, a disaffected recording producer must find the “next big thing,” in order to keep his job.”

But even then, is this the real story, or is the story that he finds someone with talent but… they don’t want to be a singing star… or that they are rough around the edges… or that she’s young and her mom won’t let her sign a record deal.

    In other words…

Is this the musical version of Glengary Glen Ross? (Produce or be fired)

Or is this a modern take on ‘my fair lady’? (turning an unknown into a superstar)

This might work better from the point of view of a couple who want to have a child more than anything in the world

Now the couple has to jump through the hoops of this corrupt committee, which stands in the way of them achieving their goal.

So you would have a lead character (One of the couple) who have a goal which means the world to them, and something standing in their way. (Although you might want to put a face to this committee)

And best of all the story would be personal because everyone could relate to it.

I say this because in your logline you have a lead character who has no goal, therefore there is no conflict. and without conflict, there is no story.
